{"id":8639,"date":"2021-06-24T15:38:58","date_gmt":"2021-06-24T13:38:58","guid":{"rendered":"https:\/\/2021.nationalpark-unteres-odertal.de\/presseerklaerung\/press-release-2-2021\/"},"modified":"2021-06-24T15:38:58","modified_gmt":"2021-06-24T13:38:58","slug":"press-release-2-2021","status":"publish","type":"presseerklaerung","link":"https:\/\/www.nationalpark-unteres-odertal.de\/en\/press-release\/press-release-2-2021\/","title":{"rendered":"Press release 2\/2021"},"content":{"rendered":"<p><strong>Pol\u00adish gov\u00adern\u00adment wants to use Coro\u00adna devel\u00adop\u00adment fund for recul\u00adti\u00adva\u00adtion of the Zwis\u00adchen\u00adoder\u00adland in the Low\u00ader Oder Valley<\/strong><\/p>\n<p>Accord\u00ading to an arti\u00adcle in the Pol\u00adish news\u00adpa\u00adper \u2018Gaze\u00adta Gry\u00adfi\u0144s\u00adka\u2019 on May 11, 2021, the Pol\u00adish gov\u00adern\u00adment in War\u00adsaw, rep\u00adre\u00adsent\u00aded by the state water com\u00adpa\u00adny Wody Pol\u00adskie (Pol\u00adish Waters), is plan\u00adning the recul\u00adti\u00adva\u00adtion of the Pol\u00adish inter\u00adme\u00addi\u00adate land (Mi\u0119dzy\u00ado\u00addrze) in Essen\u00adtial\u00adly iden\u00adti\u00adcal to the Low\u00ader Oder Val\u00adley Land\u00adscape Pro\u00adtec\u00adtion Park (Park Kra\u00adjo\u00adbra\u00adzowy Dolina Dol\u00adnej Odry), to use the EU coro\u00adna devel\u00adop\u00adment fund worth a total of 750 bil\u00adlion euros. The EU grant\u00aded itself this mon\u00adey on a debt basis in order to mit\u00adi\u00adgate the con\u00adse\u00adquences of the pan\u00addem\u00adic. These funds were actu\u00adal\u00adly intend\u00aded for invest\u00adments that have some\u00adthing to do with the pan\u00addem\u00adic, i.e. for cli\u00admate and bio\u00addi\u00adver\u00adsi\u00adty pro\u00adtec\u00adtion, dig\u00adi\u00adti\u00adza\u00adtion, health and oth\u00ader future top\u00adics. As expect\u00aded, with this mon\u00adey, which the Euro\u00adpean gov\u00adern\u00adments have approved freely, with\u00adout con\u00addi\u00adtions and con\u00adtrols, 2,500&nbsp;km of new roads and motor\u00adways are to be built in Poland alone by 2030, as the FAZ on May 17th 2021 report\u00aded (page&nbsp;5).<\/p>\n<p>With this mon\u00adey, the Pol\u00adish Zwis\u00adchen\u00adoder\u00adland is now to be re-cul\u00adti\u00advat\u00aded, which the World Bank, the Devel\u00adop\u00adment Bank of the Coun\u00adcil of Europe and the EU Com\u00admis\u00adsion, orig\u00adi\u00adnal\u00adly planned as donors, had final\u00adly reject\u00aded because of obvi\u00adous non\u00adsense. Now the Pol\u00adish gov\u00adern\u00adment wants to finance this project on its own, but would pre\u00adfer to use the EU\u2019s Coro\u00adna devel\u00adop\u00adment&nbsp;fund.<\/p>\n<p>The area known on the Ger\u00adman side under the name Schillers\u00addor\u00adfer and Gartzer Pold\u00ader was diked 100&nbsp;years ago by the Pruss\u00adian state with Dutch experts and, com\u00adpa\u00adra\u00adble to the Fid\u00addi\u00adchow\u00ader Pold\u00ader (Pold\u00ader 10) on the Ger\u00adman side today, was cul\u00adti\u00advat\u00aded. After the end of World War II, when these areas on the oth\u00ader side of the Oder and Neisse rivers came to rest and thus became Pol\u00adish, this area of around 6,000&nbsp;hectares was large\u00adly fal\u00adlow. The hydraulic engi\u00adneer\u00ading sys\u00adtems were not put back into oper\u00ada\u00adtion, the water could flow in and out depend\u00ading on the water lev\u00adel of the Oder. A sec\u00adondary wilder\u00adness devel\u00adoped. A sec\u00adond-hand wilder\u00adness, so to speak, that was so valu\u00adable that it was des\u00adig\u00adnat\u00aded as a land\u00adscape pro\u00adtec\u00adtion park by the Pol\u00adish voivodeship.<\/p>\n<p>The Pol\u00adish gov\u00adern\u00adment is now plan\u00adning to put this area back into agri\u00adcul\u00adtur\u00adal use, to strength\u00aden the dikes and to rebuild 33 inlet and out\u00adlet struc\u00adtures. 80 mil\u00adlion zlo\u00adtys (around 17.5 mil\u00adlion euros) are ear\u00admarked for this. It now seems to be the case. The back\u00adground is obvi\u00adous\u00adly the hope of being able to col\u00adlect EU agri\u00adcul\u00adtur\u00adal fund\u00ading for this pre\u00advi\u00adous wilder\u00adness when these areas are tak\u00aden back into cul\u00adti\u00adva\u00adtion. Poland has more than enough agri\u00adcul\u00adtur\u00adal land to feed its population.<\/p>\n<p>On the oth\u00ader hand, it would be more sen\u00adsi\u00adble to allow this nat\u00adur\u00adal idyll to con\u00adtin\u00adue to devel\u00adop nat\u00adu\u00adral\u00adly with\u00adout major invest\u00adment in costs and to make exten\u00adsive use of the unique wet\u00adland, a fen which is very impor\u00adtant for cli\u00admate pro\u00adtec\u00adtion. For tourist use, a beau\u00adti\u00adful cir\u00adcu\u00adlar path around the Zwis\u00adchen\u00adoder\u00adland could be set up on the old dikes for bicy\u00adcles and pedes\u00adtri\u00adans, from which one can won\u00adder\u00adful\u00adly observe nature. Exten\u00adsive canoe tourism is also conceivable.<\/p>\n<p>In addi\u00adtion, the Kl\u00fctzer Quer\u00adfahrt, which con\u00adnects the West-Oder with the East-Oder across the Pol\u00adish land\u00adscape pro\u00adtec\u00adtion park, is to be dredged. Although it is locat\u00aded on Pol\u00adish ter\u00adri\u00adto\u00adry, the con\u00adstruc\u00adtion costs are large\u00adly borne by the Ger\u00adman tax\u00adpay\u00ader. Then final\u00adly ocean-going coast\u00aders can dri\u00adve through the mid\u00addle of the Ger\u00adman-Pol\u00adish Inter\u00adna\u00adtion\u00adal Park Unteres Oder\u00adtal. Only one com\u00adpa\u00adny, if any, will ben\u00ade\u00adfit from this mul\u00adti-mil\u00adlion dol\u00adlar con\u00adstruc\u00adtion project.<\/p>\n<p>Third\u00adly, the Ger\u00adman Min\u00adistry of Trans\u00adport and the Pol\u00adish Min\u00adistry of the Envi\u00adron\u00adment agreed in 2015 to expand the groynes on the bor\u00adder or to a greater extent. The Oder then becomes nar\u00adrow\u00ader, flows faster and deep\u00adens its bed. In the absence of water, nav\u00adi\u00adga\u00adbil\u00adi\u00adty is unlike\u00adly to be improved, but the water table, which is already falling in East Bran\u00adden\u00adburg, will fall even faster and more strong\u00adly. This planned con\u00adstruc\u00adtion mea\u00adsure is not only a waste of mon\u00adey, but also eco\u00adlog\u00adi\u00adcal\u00adly counterproductive.<\/p>\n<p>The Asso\u00adci\u00ada\u00adtion of Friends of the Ger\u00adman-Pol\u00adish Euro\u00adpean Nation\u00adal Park Unteres Oder\u00adtal e. V. (Nation\u00adal Park Asso\u00adci\u00ada\u00adtion), as an active mem\u00adber in a net\u00adwork of prac\u00adti\u00adcal\u00adly all large nature con\u00adser\u00adva\u00adtion orga\u00adni\u00adza\u00adtions, defends itself against the planned expan\u00adsion of the Oder with eco\u00adnom\u00adic and eco\u00adlog\u00adi\u00adcal argu\u00adments. The project is eco\u00adnom\u00adi\u00adcal\u00adly unrea\u00adson\u00adable and eco\u00adlog\u00adi\u00adcal\u00adly a catastrophe.<\/p>\n<p>At that time, the Nation\u00adal Park Asso\u00adci\u00ada\u00adtion was the first to dis\u00adcov\u00ader the secret\u00adly pre\u00adpared plans for the expan\u00adsion of the Oder, made them pub\u00adlic and, as the voice of rea\u00adson, made them\u00adselves heard by writ\u00ading to the World Bank and the Fed\u00ader\u00adal Gov\u00adern\u00adment.
