\tAmuse\u00adment park or nation\u00adal park \u2014 that is the ques\u00adtion now<\/strong> With the draft amend\u00adment, Bran\u00adden\u00adburg is say\u00ading good\u00adbye to hon\u00adest and seri\u00adous nature con\u00adser\u00adva\u00adtion. The Nation\u00adal Park Act of 1995, enforced by the then Envi\u00adron\u00adment Min\u00adis\u00adter and today\u2019s Prime Min\u00adis\u00adter Matthias Platzeck, was already a ver\u00adbose, but poor law. In addi\u00adtion to plen\u00adty of envi\u00adron\u00admen\u00adtal poet\u00adry, there was actu\u00adal\u00adly only one spe\u00adcif\u00adic point in the law with the date 2010, every\u00adthing else should be reg\u00adu\u00adlat\u00aded on the basis of the law by ordi\u00adnance, which has not yet hap\u00adpened to this day. This year 2010, i.e. the date by which half of the nation\u00adal park, around 5,000 of 10,000 hectares, should be legal\u00adly bind\u00ading as a total reserve, is now to be delet\u00aded with\u00adout replace\u00adment. Instead, it is not even replaced by a new date.<\/p>\n The leg\u00adis\u00adla\u00adture gave the author\u00adi\u00adties 15 years time to des\u00adig\u00adnate half of the area as a total reserve, only then can the Low\u00ader Oder Val\u00adley be des\u00adig\u00adnat\u00aded as an inter\u00adna\u00adtion\u00adal\u00adly rec\u00adog\u00adnized nation\u00adal park. 10 of the spec\u00adi\u00adfied 15 years have large\u00adly passed unused, and Bran\u00adden\u00adburg obvi\u00adous\u00adly no longer dares to achieve the goal it has set itself in the remain\u00ading 5 years. There are def\u00adi\u00adnite\u00adly social\u00adly accept\u00adable and also for the pre\u00advi\u00adous user groups accept\u00adable ways to do jus\u00adtice to this goal. Actu\u00adal\u00adly, the cri\u00adte\u00adria of inter\u00adna\u00adtion\u00adal nature con\u00adser\u00adva\u00adtion pre\u00adscribe a total reserve por\u00adtion of at least 75% of the area for inter\u00adna\u00adtion\u00adal\u00adly rec\u00adog\u00adnized nation\u00adal parks, 50% is the min\u00adi\u00admum that is still accepted.<\/p>\n The waiv\u00ader of a spe\u00adcif\u00adic date with\u00adout replace\u00adment makes the entire Nation\u00adal Park Act non-bind\u00ading. Con\u00adflicts are not resolved;<\/p>\n A waiv\u00ader of a spe\u00adcif\u00adic date will not remain with\u00adout con\u00adse\u00adquences, because the state of Bran\u00adden\u00adburg has vol\u00adun\u00adtar\u00adi\u00adly com\u00admit\u00adted itself to the fed\u00ader\u00adal gov\u00adern\u00adment in the major nature con\u00adser\u00adva\u00adtion project \u201cUnteres Oder\u00adtal\u201d to des\u00adig\u00adnate half of the area as a total reserve by 2010. This is what it says in the grant notice from 1992. If the state does not com\u00adply with this oblig\u00ada\u00adtion, the fed\u00ader\u00adal gov\u00adern\u00adment can claim back the funds.<\/p>\n It is also not accept\u00adable to call an area a nation\u00adal park with\u00adout at least grad\u00adu\u00adal\u00adly devel\u00adop\u00ading it accord\u00ading to a fixed, man\u00adage\u00adable and bind\u00ading sched\u00adule. The qual\u00adi\u00adty con\u00adcept nation\u00adal park is deval\u00adued by such pre\u00adtense of false facts and becomes a fraud\u00adu\u00adlent label, which is also to be reject\u00aded for the ben\u00ade\u00adfit and pro\u00adtec\u00adtion of oth\u00ader nation\u00adal parks. Nev\u00ader\u00adthe\u00adless, the coun\u00adtry does not want to forego the pro\u00admo\u00adtion\u00adal \u201cnation\u00adal park\u201d label. It is also Brandenburg\u2019s only one, while Meck\u00adlen\u00adburg-West\u00adern Pomera\u00adnia has three nation\u00adal parks that are very pop\u00adu\u00adlar with tourists. Dis\u00adpens\u00ading with the \u201cNation\u00adal Park\u201d label would mean that land restruc\u00adtur\u00ading funds, in par\u00adtic\u00adu\u00adlar for the expan\u00adsion and con\u00adstruc\u00adtion of roads, would no longer flow into the area in the mil\u00adlions, as was pre\u00advi\u00adous\u00adly the case. The Low\u00ader Oder Val\u00adley is still by far the best-fund\u00aded rur\u00adal area in Bran\u00adden\u00adburg, sur\u00adpris\u00ading that the oth\u00ader regions sim\u00adply accept it so with\u00adout complaint.<\/p>\n There would be no objec\u00adtion to this pref\u00ader\u00aden\u00adtial sub\u00adsi\u00addiza\u00adtion of a region if the region pro\u00advid\u00aded some\u00adthing in return in the form of demand\u00ading nature con\u00adser\u00adva\u00adtion. But that is not the case here, the reward is nib\u00adbled and the con\u00adsid\u00ader\u00ada\u00adtion for it is not pro\u00advid\u00aded. That is not acceptable.<\/p>\n Accord\u00ading to Sec\u00adtion 22 of the Fed\u00ader\u00adal Nature Con\u00adser\u00adva\u00adtion Act, the fed\u00ader\u00adal states estab\u00adlish nation\u00adal parks in con\u00adsul\u00adta\u00adtion with the Fed\u00ader\u00adal Envi\u00adron\u00adment Min\u00adistry. This also applies to the Nation\u00adal Park Amend\u00adment Act. In its state\u00adment of April 27, 2006, the Fed\u00ader\u00adal Min\u00adistry for the Envi\u00adron\u00adment, Nature Con\u00adser\u00adva\u00adtion and Nuclear Safe\u00adty took a crit\u00adi\u00adcal posi\u00adtion on the Bran\u00adden\u00adburg amend\u00adment plans;<\/p>\n \u201cIt is at least ques\u00adtion\u00adable whether the planned pro\u00adce\u00addure with the spec\u00adi\u00adfi\u00adca\u00adtion of a so-called pro\u00adtec\u00adtion zone Ib with\u00adout time stip\u00adu\u00adla\u00adtions to cre\u00adate the desired free\u00addom of use meets the nation\u00adal and inter\u00adna\u00adtion\u00adal require\u00adments for opti\u00admal pro\u00adtec\u00adtion of the core areas of the nation\u00adal park.\u201d<\/p>\n The BMU sees this as a \u201clow\u00ader\u00ading of the stan\u00addards com\u00adpared to the applic\u00ada\u00adble law\u201d and states that \u201cthe expand\u00aded pos\u00adsi\u00adbil\u00adi\u00adties of use in the core area of the state-owned, nation\u00adal\u00adly rep\u00adre\u00adsen\u00adta\u00adtive Low\u00ader Oder\u00adtal ripar\u00adi\u00adan strip project, which is fund\u00aded with BMU funds, do not com\u00adply with the nature of the pro\u00adtect\u00aded area accord\u00ading to \u00a7 3 Nat\u00adPUOG and also not the cur\u00adrent ones Require\u00adments of the let\u00adter of dis\u00adtri\u00adb\u00adu\u00adtion of funds for the ripar\u00adi\u00adan strip project \u201d. \u201cThis also applies to the use of the pold\u00aders by canoes and Cana\u00addi\u00adans in the core area.\u201d<\/p>\n As for the oth\u00ader soft\u00aden\u00ading of the law, one can cer\u00adtain\u00adly be divid\u00aded on one or the oth\u00ader ques\u00adtion. Nature should be able to with\u00adstand the fact that swim\u00adming and rid\u00ading are allowed in a few select\u00aded places. As part of reach\u00ading a con\u00adsen\u00adsus, the friends\u2019 asso\u00adci\u00ada\u00adtion can imag\u00adine move\u00adment here. How\u00adev\u00ader, entry into water sports in the nation\u00adal park is to be reject\u00aded. The water-rich state of Bran\u00adden\u00adburg still has many lakes, rivers and canals that are not devel\u00adoped or used for tourism for water sports. On 0.3 per\u00adcent of the country\u2019s area \u2014 the only nation\u00adal park in the coun\u00adtry is so small \u2014 there is no need to do water sports. It is an unnec\u00ades\u00adsar\u00adi\u00adly dif\u00adfi\u00adcult encroach\u00adment on an ecosys\u00adtem that is already strained by an extreme\u00adly dense net\u00adwork of trails (a total of 200 km long).<\/p>\n Anoth\u00ader neg\u00ada\u00adtive fac\u00adtor is the fact that the nation\u00adal park area is to be reduced in size in some cru\u00adcial places, as a result of which the pro\u00adtec\u00adtive strips between the poor dry grass\u00adland and the adja\u00adcent inten\u00adsive\u00adly fer\u00adtil\u00adized arable land are lost. A so-called total reserve, in which the gath\u00ader\u00ading of berries and mush\u00adrooms and thus unhin\u00addered wan\u00adder\u00ading is per\u00admit\u00adted, does not deserve its name. With every under\u00adstand\u00ading that exist\u00ading tech\u00adni\u00adcal-indus\u00adtri\u00adal lines can be main\u00adtained and renewed, the new law, unlike the old one, should also allow the con\u00adstruc\u00adtion of new lines.<\/p>\n Togeth\u00ader with the amend\u00adment to the Nation\u00adal Park Act, the Min\u00adistry of Agri\u00adcul\u00adture also wants to issue a fish\u00ading ordi\u00adnance and a hunt\u00ading ordi\u00adnance. The hunt is to be con\u00adtin\u00adued under the name of game dam\u00adage reg\u00adu\u00adla\u00adtion. In addi\u00adtion, game feed\u00ading is pos\u00adsi\u00adble in the total reserve, and hunt\u00ading is per\u00admit\u00adted in an 80 m wide for\u00adest edge strip with\u00adin the nation\u00adal park. Because this is asso\u00adci\u00adat\u00aded with con\u00adsid\u00ader\u00adable dis\u00adtur\u00adbances and pol\u00adlu\u00adtion that can\u00adnot be tol\u00ader\u00adat\u00aded in a nation\u00adal park. The fish\u00ading and hunt\u00ading ordi\u00adnances also con\u00adtra\u00addict the fed\u00ader\u00adal funds dis\u00adtri\u00adb\u00adu\u00adtion let\u00adter for the major nature con\u00adser\u00adva\u00adtion project Low\u00ader Oder Valley.<\/p>\n The asso\u00adci\u00ada\u00adtion there\u00adfore rejects the pro\u00adposed amend\u00adment to the law, but also the asso\u00adci\u00adat\u00aded ordi\u00adnances on fish\u00ading, angling and hunt\u00ading, in par\u00adtic\u00adu\u00adlar the asso\u00adci\u00adat\u00aded fraud\u00adu\u00adlent label\u00ading. Bran\u00adden\u00adburg has to decide! Either it has to set a bind\u00ading sched\u00adule in man\u00adage\u00adable peri\u00adods of time in which half of the nation\u00adal park is des\u00adig\u00adnat\u00aded as a wilder\u00adness area or it has to admit its inabil\u00adi\u00adty to cre\u00adate even a sin\u00adgle nation\u00adal park, renounce the pres\u00adti\u00adgious label \u201cnation\u00adal park\u201d and instead cre\u00adate anoth\u00ader nature park iden\u00adti\u00adfy.
