\n\tNation\u00adal park before the settlement<\/span><\/strong><\/p>\n

\tThe amend\u00adment \u2014 that means weak\u00aden\u00ading \u2014 of the Nation\u00adal Park Act con\u00adtra\u00addicts Bran\u00adden\u00adburg, Ger\u00adman and inter\u00adna\u00adtion\u00adal require\u00adments and frame\u00adwork conditions<\/span><\/p>\n

In the coali\u00adtion agree\u00adment signed by the Bran\u00adden\u00adburg Prime Min\u00adis\u00adter and SPD state par\u00adty chair\u00adman Platzeck, there is lit\u00adtle to be read under the head\u00ading of nature con\u00adser\u00adva\u00adtion, only that the Nation\u00adal Park Act is to be amend\u00aded, i.e. weak\u00adened. It is note\u00adwor\u00adthy that this law was drawn up almost exact\u00adly 10 years ago by the then still green Envi\u00adron\u00adment Min\u00adis\u00adter Platzeck and passed by the state par\u00adlia\u00adment with a large major\u00adi\u00adty. The respon\u00adsi\u00adble Bran\u00adden\u00adburg Min\u00adis\u00adter of Agri\u00adcul\u00adture, Woid\u00adke, cites three points as rea\u00adsons for this sud\u00adden and rad\u00adi\u00adcal change of heart:<\/p>\n

1. Nature con\u00adser\u00adva\u00adtion in gen\u00ader\u00adal and the nation\u00adal park in par\u00adtic\u00adu\u00adlar pre\u00advent busi\u00adness set\u00adtle\u00adments and the cre\u00adation of new jobs.<\/p>\n

This accu\u00adsa\u00adtion has nev\u00ader been sub\u00adstan\u00adti\u00adat\u00aded, and cer\u00adtain\u00adly has nev\u00ader been proven, and it does not apply, at least for the Low\u00ader Oder Val\u00adley. The oppo\u00adsite is the case. The nation\u00adal park cre\u00adat\u00aded numer\u00adous addi\u00adtion\u00adal jobs, not only in the nation\u00adal park admin\u00adis\u00adtra\u00adtion and in the nature watch, but also in non-prof\u00adit nature con\u00adser\u00adva\u00adtion and tourism.<\/p>\n

2. The nation\u00adal park locks peo\u00adple out and should be made more acces\u00adsi\u00adble for tourism.<\/p>\n

This analy\u00adsis is wrong and the demand non\u00adsen\u00adsi\u00adcal. The net\u00adwork of trails in the nation\u00adal park is extreme\u00adly dense. In addi\u00adtion, the numer\u00adous, large-scale nature parks and bios\u00adphere reserves are pri\u00admar\u00adi\u00adly avail\u00adable for nature tourism in Bran\u00adden\u00adburg; the nation\u00adal park itself does not even take up 0.3% of the land area. Unlike in a nature park, nature con\u00adser\u00adva\u00adtion has pri\u00ador\u00adi\u00adty here. But even in the Low\u00ader Oder Val\u00adley there is still plen\u00adty of space for tourist activ\u00adi\u00adties, for exam\u00adple in the land\u00adscape pro\u00adtec\u00adtion area that sur\u00adrounds the nation\u00adal park. Not much has hap\u00adpened here in terms of tourism and there is plen\u00adty of space for Woidke\u2019s addi\u00adtion\u00adal activ\u00adi\u00adties. Our asso\u00adci\u00ada\u00adtion has made appro\u00adpri\u00adate sug\u00adges\u00adtions, for exam\u00adple keep\u00ading attrac\u00adtive large mam\u00admals in spa\u00adcious exhi\u00adbi\u00adtion enclosures.<\/p>\n

3. The nation\u00adal park is not accept\u00aded by the local population.<\/p>\n

This accu\u00adsa\u00adtion is only par\u00adtial\u00adly true and prefer\u00adably applies to some local politi\u00adcians. It remains to be said that a nation\u00adal park is not a Schwedt city park or a region\u00adal park for the Uck\u00ader\u00admark dis\u00adtrict, but, as the name sug\u00adgests, a park for the Ger\u00adman nation and we find over\u00adwhelm\u00ading approval for nation\u00adal parks in gen\u00ader\u00adal and the Low\u00ader Oder Val\u00adley Nation\u00adal Park in particular.<\/p>\n

The fact that accep\u00adtance in the region, espe\u00adcial\u00adly among func\u00adtionar\u00adies, can still be improved, is main\u00adly due to the con\u00adtra\u00addict\u00ading and less than goal-ori\u00adent\u00aded nation\u00adal park pol\u00adi\u00adcy of the state gov\u00adern\u00adment. That start\u00aded with the appeal of the then Agri\u00adcul\u00adture Min\u00adis\u00adter Zim\u00admer\u00admann in 1992 to tear down the bar\u00adri\u00aders set up by his col\u00adleague Envi\u00adron\u00adment Min\u00adis\u00adter to reg\u00adu\u00adlate the road net\u00adwork in the nation\u00adal park. Since then, the state gov\u00adern\u00adment has nev\u00ader made it clear to the region, and has sup\u00adport\u00aded it with appro\u00adpri\u00adate dona\u00adtions, that the nation\u00adal park is an impor\u00adtant, irre\u00adversible project of the coun\u00adtry. Instead of act\u00ading in a con\u00adcil\u00adia\u00adto\u00adry and medi\u00adat\u00ading man\u00adner, the respon\u00adsi\u00adble state min\u00adis\u00adter has rather incit\u00aded the var\u00adi\u00adous actors against each oth\u00ader. In addi\u00adtion, the accep\u00adtance argu\u00adment, car\u00adried for\u00adward like a mon\u00adstrance, is hyp\u00ado\u00adcrit\u00adi\u00adcal. In oth\u00ader state projects that are to be imple\u00adment\u00aded for rea\u00adsons of the com\u00admon good, such as at Sch\u00f6ne\u00adfeld Air\u00adport, the mas\u00adsive region\u00adal resis\u00adtance of the local pop\u00adu\u00adla\u00adtion affect\u00aded is com\u00adplete\u00adly ignored. The objec\u00adtions of those affect\u00aded are stored at the Fed\u00ader\u00adal Admin\u00adis\u00adtra\u00adtive Court with evi\u00addence of wash\u00ading bas\u00adkets. The state gov\u00adern\u00adment is unim\u00adpressed. Obvi\u00adous\u00adly, dou\u00adble stan\u00addards are being used here and it becomes clear that the nation\u00adal park has not yet been a seri\u00adous\u00adly oper\u00adat\u00aded project of the state of Brandenburg.<\/p>\n

The rea\u00adsons for an amend\u00adment giv\u00aden by the oppo\u00adnents of the nation\u00adal park are there\u00adfore not con\u00advinc\u00ading. Nev\u00ader\u00adthe\u00adless, the amend\u00adment of the Nation\u00adal Park Act, espe\u00adcial\u00adly at the insti\u00adga\u00adtion of the region\u00adal mem\u00adber of the state par\u00adlia\u00adment, Bischoff, was writ\u00adten into the coali\u00adtion agree\u00adment. What is meant by this is clear, because the coali\u00adtion fac\u00adtions SPD and CDU already decid\u00aded on a detailed draft amend\u00adment before the elec\u00adtion, which is now to be imple\u00adment\u00aded after the elec\u00adtion, albeit on a much small\u00ader par\u00adlia\u00admen\u00adtary basis. Agri\u00adcul\u00adture Min\u00adis\u00adter Woid\u00adke has described the amend\u00adment to the Nation\u00adal Park Act as urgent. The Asso\u00adci\u00ada\u00adtion of Friends of the Ger\u00adman-Pol\u00adish Euro\u00adpean Nation\u00adal Park Unteres Oder\u00adtal e. V. does not con\u00adsid\u00ader the Nation\u00adal Park Act of 1995 to be a par\u00adtic\u00adu\u00adlar\u00adly suc\u00adcess\u00adful law, it is ver\u00adbose and poor in con\u00adtent, but at that time it was a work\u00adable com\u00adpro\u00admise between the most diverse expec\u00adta\u00adtions, demands and interests.<\/p>\n

This com\u00adpro\u00admise pack\u00adage, which was only suc\u00adcess\u00adful at the sec\u00adond attempt, should not be untied again. Any\u00adone who wants to amend the Nation\u00adal Park Act today wants to dilute and weak\u00aden it.<\/p>\n

This inevitably leads to con\u00adsid\u00ader\u00adable con\u00adflicts with inter\u00adna\u00adtion\u00adal, Ger\u00adman and Bran\u00adden\u00adburg nature con\u00adser\u00adva\u00adtion law. If the Nation\u00adal Park Act were to be amend\u00aded as planned, the only thing left of the Nation\u00adal Park would be the title, the label, so to speak. All oth\u00ader con\u00adtent that essen\u00adtial\u00adly defines a nation\u00adal park dis\u00adap\u00adpeared. The asso\u00adci\u00ada\u00adtion cat\u00ade\u00adgor\u00adi\u00adcal\u00adly rejects such a bla\u00adtant fraud\u00adu\u00adlent label. You have to be hon\u00adest with peo\u00adple. If it says nation\u00adal park, it has to be a nation\u00adal park! A nation\u00adal park is not some\u00adthing arbi\u00adtrary, but requires cer\u00adtain qual\u00adi\u00adty stan\u00addards. These are set by the World Con\u00adser\u00adva\u00adtion Orga\u00adni\u00adza\u00adtion in IUCN Cat\u00ade\u00adgo\u00adry II, in the Fed\u00ader\u00adal Nature Con\u00adser\u00adva\u00adtion Act and in the Bran\u00adden\u00adburg State Nature Con\u00adser\u00adva\u00adtion Act.<\/p>\n

1. IUCN Cat\u00ade\u00adgo\u00adry II (Nation\u00adal Parks): This is about the pro\u00adtec\u00adtion or restora\u00adtion of nat\u00adur\u00adal ecosys\u00adtems. At least 75%, pre\u00advi\u00adous\u00adly 50% of the area must be in a state that is not or hard\u00adly influ\u00adenced by humans. The nat\u00adur\u00adal process\u00ades are pro\u00adtect\u00aded. Tourists and vis\u00adi\u00adtors are welcome.<\/p>\n

2. Fed\u00ader\u00adal Nature Con\u00adser\u00adva\u00adtion Act (2002) Sec\u00adtion 24 (2): Nation\u00adal parks aim to ensure the most undis\u00adturbed flow of nat\u00adur\u00adal process\u00ades in their nat\u00adur\u00adal dynam\u00adics in the pre\u00addom\u00adi\u00adnant part of an area. As far as the pro\u00adtec\u00adtion pur\u00adpose allows, nation\u00adal parks should also serve the sci\u00aden\u00adtif\u00adic envi\u00adron\u00admen\u00adtal obser\u00adva\u00adtion, the nat\u00adur\u00adal his\u00adto\u00adry edu\u00adca\u00adtion and the nature expe\u00adri\u00adence of the pop\u00adu\u00adla\u00adtion. You must (Sec\u00adtion 24 (1) sen\u00adtence 3) \u201cbe in a pre\u00addom\u00adi\u00adnant part of their area in a state not or lit\u00adtle influ\u00adenced by humans or be suit\u00adable to devel\u00adop into a state or to be devel\u00adoped into a state that guar\u00adan\u00adtees the most undis\u00adturbed flow of nat\u00adur\u00adal process\u00ades in their nat\u00adur\u00adal dynamics\u201d.<\/p>\n

3. Bran\u00adden\u00adburg Nature Con\u00adser\u00adva\u00adtion Act (2004) Sec\u00adtion 20: When the Nature Con\u00adser\u00adva\u00adtion Act was amend\u00aded this year, Sec\u00adtion 24 Para\u00adgraphs 1 and 2 (Nation\u00adal Parks) of the Fed\u00ader\u00adal Nature Con\u00adser\u00adva\u00adtion Act were adopt\u00aded verbatim.<\/p>\n

The draft amend\u00adment of the gov\u00adern\u00adment groups SPD and CDU (Jan\u00adu\u00adary 27, 2004) fol\u00adlows 3 tendencies:<\/p>\n

1. There should no longer be any devel\u00adop\u00adment oppor\u00adtu\u00adni\u00adties towards a nat\u00adur\u00adal flood\u00adplain ecosys\u00adtem. Every\u00adthing that indi\u00adcates devel\u00adop\u00adment and change is delet\u00aded. The cur\u00adrent sta\u00adtus quo is to be cemented.<\/p>\n

2. The pre\u00advi\u00adous users of the area \u2014 farm\u00aders, fish\u00ader\u00admen, anglers, hunters, water sports enthu\u00adsi\u00adasts, etc. \u2014 should not be restrict\u00aded in their pre\u00advi\u00adous oppor\u00adtu\u00adni\u00adties to pur\u00adsue their hobby.<\/p>\n

3. The pow\u00aders of the nation\u00adal park admin\u00adis\u00adtra\u00adtion, although already min\u00adi\u00admal, will be fur\u00adther cur\u00adtailed. Agree\u00adments on agree\u00adment are delet\u00aded, the nation\u00adal park admin\u00adis\u00adtra\u00adtion is only to be involved in all impor\u00adtant deci\u00adsions affect\u00ading the nation\u00adal park (rules of con\u00adduct). To this end, all impor\u00adtant deci\u00adsions must be agreed with the Nation\u00adal Park Board of Trustees in the future. Mem\u00adber\u00adship in the Board of Trustees, reg\u00adu\u00adlat\u00aded in Sec\u00adtion 14 of the Nation\u00adal Park Act, is com\u00adplete\u00adly turned on its head. The rep\u00adre\u00adsen\u00adta\u00adtives of the fed\u00ader\u00adal min\u00adistries and half of the rep\u00adre\u00adsen\u00adta\u00adtives of the nature con\u00adser\u00adva\u00adtion orga\u00adni\u00adza\u00adtions are kicked out, instead the rep\u00adre\u00adsen\u00adta\u00adtives of the lob\u00adby\u00adists\u2019 asso\u00adci\u00ada\u00adtions of farm\u00aders, foresters, anglers, fish\u00ader\u00admen and hunters come in. The board of trustees, which has been com\u00adplete\u00adly reor\u00adga\u00adnized in this way, is grant\u00aded a veto right in all nation\u00adal park matters.<\/p>\n

In a nation\u00adal park that deserves this name, nat\u00adur\u00adal devel\u00adop\u00adment process\u00ades have pri\u00ador\u00adi\u00adty. We call them wilder\u00adness areas. They can also be called Zone I areas or total reserves. The Nation\u00adal Park Act pro\u00advides for 50% of the total area to be des\u00adig\u00adnat\u00aded as Zone I areas. The leg\u00adis\u00adla\u00adture has giv\u00aden 15 years time for this, a suf\u00adfi\u00adcient peri\u00adod of time, one would think. There is no point in length\u00aden\u00ading this peri\u00adod of time. The prob\u00adlems asso\u00adci\u00adat\u00aded with the des\u00adig\u00adna\u00adtion of Zone I areas will not be eas\u00adi\u00ader to solve in 10 or 15 years, but rather even more dif\u00adfi\u00adcult to solve, even if today\u2019s politi\u00adcians would no longer be in office and respon\u00adsi\u00adble. But such an atti\u00adtude is short-term inter\u00adest politics.<\/p>\n

In sum\u00adma\u00adry, it can be said that there are insuf\u00adfi\u00adcient rea\u00adsons for an amend\u00adment to the Nation\u00adal Park Act. The draft amend\u00adment pre\u00adsent\u00aded by the coali\u00adtion fac\u00adtions would mean that noth\u00ading would be left except the label \u201cNation\u00adal Park\u201d. The sta\u00adtus quo would be cement\u00aded, change or devel\u00adop\u00adment would no longer be pos\u00adsi\u00adble. As the experts at the min\u00adistry have clear\u00adly shown, the nation\u00adal park is already the weak\u00adest in Ger\u00admany. Is that the typ\u00adi\u00adcal Bran\u00adden\u00adburg route? Bran\u00adden\u00adburg would expose itself to ridicule inter\u00adna\u00adtion\u00adal\u00adly and nation\u00adwide with such a fraud\u00adu\u00adlent label.<\/p>\n

The state of Bran\u00adden\u00adburg is at a cross\u00adroads, either to imple\u00adment a real nation\u00adal park on 0.3% of the state\u2019s area in accor\u00addance with the exist\u00ading nation\u00adal park law, or, if one thinks that it can\u00adnot afford a nation\u00adal park, to trans\u00adform the area into a nature park ded\u00adi\u00adcat\u00aded to tourism. But then Bran\u00adden\u00adburg would have to cope with the pre\u00addom\u00adi\u00adnant\u00adly neg\u00ada\u00adtive con\u00adse\u00adquences of such a deci\u00adsion. It would not serve tourism, because there are enough nature parks in Bran\u00adden\u00adburg. The alleged or actu\u00adal prob\u00adlems that exist with a nation\u00adal park would not be solved with such a deci\u00adsion. Bran\u00adden\u00adburg, how\u00adev\u00ader, would have embar\u00adrassed itself once again with its nature con\u00adser\u00adva\u00adtion pol\u00adi\u00adcy across bor\u00adders and with\u00adout borders.<\/p>\n

There is no zoo with\u00adout ani\u00admals, no aquar\u00adi\u00adum with\u00adout water, no opera with\u00adout an orches\u00adtra and also no nation\u00adal park with\u00adout wilder\u00adness areas \u2014 with\u00adout human inter\u00adven\u00adtion on at least half of the area. One has to choose.<\/p>\n

Unlike Min\u00adis\u00adter Woid\u00adke, we do not see the Nation\u00adal Park and the Nation\u00adal Park Act as a \u201cblock on the leg\u201d, but rather an oppor\u00adtu\u00adni\u00adty for a struc\u00adtural\u00adly weak region.
