\n 1. The past year 2003 was a suc\u00adcess\u00adful year for the club. He was able to ful\u00adfill the tasks assigned to him in accor\u00addance with the statutes and with\u00adin the frame\u00adwork of the major nature con\u00adser\u00adva\u00adtion project of nation\u00adal rep\u00adre\u00adsen\u00adta\u00adtive impor\u00adtance and to present a finan\u00adcial\u00adly bal\u00adanced bal\u00adance sheet. In this way, land was still acquired. The acquired areas were devel\u00adoped and main\u00adtained in accor\u00addance with the main\u00adte\u00adnance and devel\u00adop\u00adment plan, and envi\u00adron\u00admen\u00adtal edu\u00adca\u00adtion and sci\u00adence were pro\u00admot\u00aded as much as pos\u00adsi\u00adble, par\u00adtic\u00adu\u00adlar\u00adly in the Ger\u00adman-Pol\u00adish context.<\/p>\n

In the begin\u00adning of 2004, the asso\u00adci\u00ada\u00adtion will con\u00adtin\u00adue to ful\u00adfill its tasks inde\u00adpen\u00addent\u00adly and on its own respon\u00adsi\u00adbil\u00adi\u00adty, with a focus on nature con\u00adser\u00adva\u00adtion. He will con\u00adtin\u00adue to pur\u00adchase all suit\u00adable areas that are offered to him, he will inten\u00adsi\u00adfy the land swap and imple\u00adment the main\u00adte\u00adnance and devel\u00adop\u00adment plan on the club-owned areas in a way that is as com\u00adpat\u00adi\u00adble with the oper\u00ada\u00adtion as pos\u00adsi\u00adble. The excur\u00adsion pro\u00adgram with respect\u00aded experts from the sci\u00aden\u00adtif\u00adic insti\u00adtu\u00adtions in Berlin and Bran\u00adden\u00adburg, which has now been offered tra\u00addi\u00adtion\u00adal\u00adly (since 1998), will be con\u00adtin\u00adued, as will the live\u00adly pub\u00adli\u00adca\u00adtion activ\u00adi\u00adty. Work with young peo\u00adple and pupils will con\u00adtin\u00adue to be car\u00adried out by the gGmbH in the Teero\u00adfen\u00adbr\u00fccke Wilder\u00adness School and in the Nation\u00adal Park Lab\u00ado\u00adra\u00adto\u00adry, while adult edu\u00adca\u00adtion will be in the hands of the Bran\u00adden\u00adburg Acad\u00ade\u00admy of Criewen Cas\u00adtle \u2014 Ger\u00adman-Pol\u00adish envi\u00adron\u00admen\u00adtal edu\u00adca\u00adtion and meet\u00ading center.<\/p>\n

2. In addi\u00adtion to its own tasks, the asso\u00adci\u00ada\u00adtion will con\u00adtin\u00adue to active\u00adly par\u00adtic\u00adi\u00adpate in all envi\u00adron\u00admen\u00adtal\u00adly rel\u00ade\u00advant dis\u00adcus\u00adsions and deci\u00adsion-mak\u00ading process\u00ades in the region. He is not only com\u00admit\u00adted to nature con\u00adser\u00adva\u00adtion, but also to region\u00adal devel\u00adop\u00adment in gen\u00ader\u00adal. In par\u00adtic\u00adu\u00adlar, he will raise his warn\u00ading voice when nature and the envi\u00adron\u00adment are dis\u00adturbed and dam\u00adaged or when com\u00admon prop\u00ader\u00adty and tax mon\u00adey are sense\u00adless\u00adly wast\u00aded, in accor\u00addance with his char\u00adi\u00adta\u00adble sta\u00adtus and social respon\u00adsi\u00adbil\u00adi\u00adty as an inde\u00adpen\u00addent and incor\u00adrupt\u00adible admin\u00adis\u00adtra\u00adtor of the inter\u00adests of peo\u00adple, plants and ani\u00admals in the Low\u00ader Oder Valley.<\/p>\n

3. At the begin\u00adning of 2004 we dis\u00adil\u00adlu\u00adsioned with the fact that prac\u00adti\u00adcal\u00adly all major projects in Bran\u00adden\u00adburg failed with high finan\u00adcial loss\u00ades. There is an urgent need to change direction:<\/p>\n

Small, decen\u00adtral\u00adized projects bring new growth and new jobs. In the Low\u00ader Oder Val\u00adley, for exam\u00adple, this means an incin\u00ader\u00ada\u00adtion or gasi\u00adfi\u00adca\u00adtion plant for grass clip\u00adpings and reeds, which were mowed in sin\u00adgle-cut mow\u00ading in the nation\u00adal park in August or Sep\u00adtem\u00adber and can no longer be used in today\u2019s agri\u00adcul\u00adtur\u00adal cycles to gen\u00ader\u00adate ener\u00adgy. Renew\u00adable raw mate\u00adri\u00adals will play an increas\u00ading\u00adly impor\u00adtant role. But that also means cre\u00adat\u00ading tourist focal points, for exam\u00adple a large bison enclo\u00adsure near Criewen near the large\u00adly unused park\u00ading lot. The asso\u00adci\u00ada\u00adtion has the appro\u00adpri\u00adate areas. He can, but does not nec\u00ades\u00adsar\u00adi\u00adly have to take over the spon\u00adsor\u00adship for it.<\/p>\n

4. We think it is a big mis\u00adtake to stir up the occa\u00adsion\u00adal\u00adly intense dis\u00adpute between parts of the econ\u00ado\u00admy and the Schwedt city admin\u00adis\u00adtra\u00adtion and nature con\u00adser\u00adva\u00adtion over and over again. This dam\u00adages the nation\u00adwide image of a rather dis\u00adad\u00advan\u00adtaged region that is heav\u00adi\u00adly depen\u00addent on dona\u00adtion and sup\u00adport from out\u00adside. What would be more impor\u00adtant would be a joint image cam\u00adpaign under the mot\u00adto: \u201cSchwedt, the suc\u00adcess\u00adful indus\u00adtri\u00adal town in the Low\u00ader Oder Val\u00adley Nation\u00adal Park\u201d. That would\u00adn\u2019t hap\u00adpen a sec\u00adond time in Ger\u00admany. We would like to see many new indus\u00adtri\u00adal estab\u00adlish\u00adments and jobs in the Schwedt indus\u00adtri\u00adal area and around PCK-Raf\u00adfiner\u00adie GmbH. But we will also do our best to defend a nation\u00adal park that real\u00adly deserves its name and see no con\u00adtra\u00addic\u00adtion in this at all. The pub\u00adlic dis\u00adpute over the traf\u00adfic route projects, for exam\u00adple over the expan\u00adsion of the Hohen\u00adsaat\u00aden-Friedrich\u00adsthaler water\u00adway between Schwedt and the West\u00adoder for coast\u00aders or the con\u00adstruc\u00adtion of the B 166 with a new bor\u00adder cross\u00ading, has weak\u00adened Schwedt through\u00adout Ger\u00admany, and in some cas\u00ades Schwedt has giv\u00aden him\u00adself up to ridicule. Not only all the major dai\u00adly news\u00adpa\u00adpers and tele\u00advi\u00adsion sta\u00adtions, but also provin\u00adcial news\u00adpa\u00adpers such as the Rhineland Palati\u00adnate or the Weser Kuri\u00ader have report\u00aded on it accord\u00ading\u00adly. Now that both traf\u00adfic plans will not be imple\u00adment\u00aded for the fore\u00adsee\u00adable future due to a lack of mon\u00adey (lack of toll rev\u00adenue) and Poland\u2019s lack of con\u00adsent, we should put the dis\u00adcus\u00adsion on a new foot\u00ading. But even if nature con\u00adser\u00adva\u00adtion has a con\u00adtrary opin\u00adion with parts of the city admin\u00adis\u00adtra\u00adtion and the econ\u00ado\u00admy on this ques\u00adtion, one should still be able to find com\u00admon ground and co\u00f6per\u00ada\u00adtion in all oth\u00ader, by far pre\u00addom\u00adi\u00adnant ques\u00adtions. Then and only then will the image cam\u00adpaign sen\u00adsi\u00adbly ini\u00adti\u00adat\u00aded by Schwedt also be successful.<\/p>\n

5. And now a few remarks on nature con\u00adser\u00adva\u00adtion in the nation\u00adal park:<\/p>\n

a.) The so-called water study came as no sur\u00adprise to us. It pro\u00adduced exact\u00adly the results that the client demand\u00aded from the con\u00adtrac\u00adtor: the sta\u00adtus quo safe\u00adguard\u00ading \u2014 no changes. A flood\u00adplain nation\u00adal park can\u00adnot be real\u00adized with\u00adout water. He\u2019s sit\u00adting on dry land, so to speak, as was fright\u00aden\u00ading\u00adly shown just last sum\u00admer. First the wet pold\u00aders were pumped dry, then the nation\u00adal park lit\u00ader\u00adal\u00adly dried up. We want to grad\u00adu\u00adal\u00adly stop the cost\u00adly pump\u00ading in accor\u00addance with the care and devel\u00adop\u00adment plan and allow a more nat\u00adur\u00adal water r\u00e9gime, albeit in a con\u00adtrolled man\u00adner. So we will con\u00adtin\u00adue to do every\u00adthing we can \u2014 as it is our task \u2014 to imple\u00adment the main\u00adte\u00adnance and devel\u00adop\u00adment plan, as agreed in 1999 between the MLUR, the BfN and us.<\/p>\n

b.) The des\u00adig\u00adna\u00adtion of total reserves also only makes sense if there is also water in the nation\u00adal park, oth\u00ader\u00adwise the actu\u00adal\u00adly nat\u00adur\u00adal allu\u00advial com\u00admu\u00adni\u00adties will not grow in the no longer main\u00adtained total reserves, but only net\u00adtles and couch grass. That looks ter\u00adri\u00adble and reduces accep\u00adtance. That is why our mot\u00adto is: first the water and then the total reserves, or prefer\u00adably both at the same time.<\/p>\n
